Sameera Noori, an Environmental Engineering graduate and civil society advocate since 2013, leads COAR and volunteers with ALLOHA and CEN. She advances Afghanistan’s localization agenda through NEAR’s Afghanistan Lab, fostering local NGO empowerment. Sameera’s work spans emergency response, disaster risk reduction, and the Localization Movement Building in Asia.
